Well you guys are on the right track, but the one thing I'm dying to know is how limiting your turrets would help in the situation you'd like turrets for.
What I mean to say I this: you don't want some random general taking your fort while you aren't logged in. Ok that's fine. We all are a bit possessive at times an I enjoy being lazy as much as the next man. But let's just say that all too often, when I steal someone's sub, it is protected by turrets. These turrets will do absolutely nothing to deter me from taking that city. Even if my first attack is defeated by the turrets, my second attack will be plenty strong. The same holds true for forts. Someone who wants that fort is gonna have to hit at least three times, so in actuality, you are afforded a similar response time to defend as you would if someone attacked your city. Likewise, if the first attack is thwarted, a follow up attack is sure to destroy those turrets easily.
I still do not see why people assume only alts will try and do things like take oases and forts. That is a dangerous way to think. If nothing else, forts and oases do not count towards your 5 daily attacks, so anyone who is so inclined may sit back and take forts and oases all day long as much as they want. For that type of player who enjoys this type of thing, it is no problem when they are defeated. Nor does it stop them! Add to this how easy it is to make 1000 cats (really all it takes to destroy 3 rows of lv10 turrets), and the fact that if it actually IS an alt, they probably don't care about pres loss.
I guess my point is....I'm kinda rambling now..... Turrets ain't gonna help you.
And while you're on the right track in trying to fit them in the game, you can't very well just pull random numbers out of a hat and say, "well turrets will cost 15k of each resource an $5k." the developers put very much more thought into every aspect of the game, and things relate on many different levels, there needs to be an actual formula AND plan to add something like this into the game.
I am not saying your idea is a bad one at all, but I will say, any general who relies on turrets for defense is gonna be disappointed. The same holds true if the turrets were in a fort.
