yes. no one really knows for sure, except the game programmers.

I/1000 chance FOR EVERY OASIS!, not 1 out of every thousand oases lol

Yes only the developers know for sure, but I've seen several different numbers here.....the fact remains, the chance is very slim that a lv7 will become a lv10.....this is why you'll find tons of lv0 oases but you might go months without seeing a single lv10.
Of course, I have seen multiple lv10's on the map at the same time and after all it's an achievement that the developers created, so it is possible.

and it cant be the most difficult achievement, because alot of people have completed it.... by alot i know only 5.

Btw...yodac, I have heard rumors that there is a way to hack or glitch for lv10's......though I have no idea how it's done.
I know of a general who once held 8 at a time.

no. i dont really have any influence with haypi at all. and furthermore, they dont trust me. thats why i cant do a whole lot, and it just ends up mostly up to you.
