I can only Upgrade two Resource and not three as usual?

You can only upgrade two reasources, two turrets or traps, and build two types of troops at once. Having VIP makes it so that you can do three at once.

I have until now been able to upgrade three so maybe I've been VIP and it is strange enough not anymore.

What explanation might be on it?
how do I VIP again ?

You cannot buy VIP permently so your time probably just ran out.

You can buy VIP for set amounts of time with coins.

you can get coins for vip, by completing free offers for coins, or by buying them.
