I think it would be too easily abused. As was said alliances could systematically target and destroy players back to the point where it was almost like they were starting over.

This would cause players to quit playing and that's not a good thing.

Ok, I like this idea, but with a few changes. Currently if you bring a players branch city down to 0 loyalty, but you're city slots are full, it just stays with the owner right? I think a random building should be downgraded one level when this happens. That way there would be a consequence of all the attacks. Currently there is little motivation to defend your cities, especially your main.

It should also have some kind of percentage of chance based on the lvl difference between players. So a lvl 15 attacking a lvl 6 might only have a 5% chance to destroy a level, but a lvl 7 attacking a lvl 12 would have a 70% chance.
