Since you can't refuse new players because 'we don't have enough servers', isn't it better to reduce inactives at a later date whilst still allowing all players a spot?

As I said earlier, if Haypi were more aggressive in their inactives policy then the server would get filled with actives originally.
Someone opening the app ONE TIME gaining <10 prestige and then not opening the app for a week is inactive. Delete the account, and offer the spot up straight away. Where is the advantage in waiting 6 months? It's just lazy.
Obviously there will be a tiny fraction of false positives - in that scenario just let anyone who was deleted based on the above rules re-create an account and bypass the device lock. You could achieve this easily by just deleting the device ID from the database when you remove the account.
Opening more and more servers and not caring about the quality of the members in it is just lazy, through and through.
I'd bet most of the latter number servers are, in a large proportion, spam accounts from Kai's auto account generator.
