Evolution Stage?

I was just thinking about it...many pCs games ...Like Stick Wars or other I forgot...have like a evolution from stone age to modern ...and I was thinking maybe we should do that to Haypi? I'm not sure you could evolve from level to level as that would create a large imbalance between low level and high level players. A low level would have an archer, but a high level would have a M16 assault rifle?
