Cats are definitely the best to use under most circumstances, people develop the cavs and archers combo to counter the overuse of cats. Are they as good in wiping out low levels cleanly? Of course not, but a good cav/archer combo is extremely difficult to counter with a cav/cats combo.
Cavs with max speed and high defense are absolutely deadly against cats, this is actually becoming a more commonly used tactic for the top players and with a large enough horde of cavs, even with a full set of blockers and defenses the cats stand no chance.
Of course there are ways to counter the max defense cavs, which is to reset the stats of the cats army to 0 speed and max attack and fortune. This sort of cat army will be terrible against other cats army that goes for speed but will destroy the cavs army with ease.
At the end of the day, there are no perfect strategy, a good general will adjust their battle tactic based on the opponent they face, so scout your opponent, obtain as much details as you can before launching an attack. I know I do if I see an army which I am unsure about and by the time I launch my actual attack, I am 100% sure that I will be victorious at the end of the battle.
