( I know refuse war already exists ) So, All that I know to do is to attack other players to steal their resources, that's how I built my empire. I always receive messages from them sayin' : stop that plz, and i say : I can't I need resources
Conclusion
Players should pay a fee to you to be neutral whit you.
And the refuse war to be neutral whit everyone

It's an interesting idea but I have to say I don't support it, if this was implemented it will be heavily abused as all high levels can decide to farm nearby lower level players for money and a low level player may be threatened by multiple nearby high levels for money.

Money is hard to make as it is for low level beginners, if this feature was in place it would drive away even more new players who is just starting the game.

Removed the poll. Don't ask for, or attempt to promote yourself for expert in anyway. It is highly frowned upon and only shoots yourself in the foot in the end.

don't farm active players it makes them mad and quit. Im sure if i farmed you every day with a humungo army and raided all of your resources 24/7 you would quit. just buy resources or farm INACTIVE PLAYERS

It would be abused so much by people with multiple accounts
And it would put a bigger gap between high levels and low levels even more than now. If you have played the game in any degree you will know that unless you play the market at low level it is hard to gain money
