YES I am not taking about ALL players. Just new ones normally they are level 0 till one prestige now they are level one automatically

He means an account is level 1 with 0 prestige... It used to be they had to gain prestige to be level 1 on the map

Yes, on some servers I see that, on S27, I just checked that there are level 0's. and not level 1 showing for the ha_### accounts.

However, on S14, I checked the map and all ha_###'s had 1 on them.

So I understand what you are talking about.
