are you only allowed a certain amount of troops for every level cause i have 2000 in every resource 76 people and only allowed to train 10???

well you must divide the resources needed for 1 trroop by your resources. then your owrkers

So to answer your question no there is no limit to the number of troops per level

There is no limit, it all depends on resources and people, on the recruiting screen it shows how much of each resource. You simply divide the number of resources you have by the number the troop requires, and the whole number is how many you can train, you must do it for all 4 types of resources though, so your lowest whole number you get of the 4 answers is how many troops of that type you can train

remember your troops will not die all at once. i got told its 2/3 of army then 1/5 cant remember the rest of the sequence
