To upgrade your general title, you need to perform the task. Usually they just require a certain amount of prestige, but they will sometimes need an item(s). Im guessing this task needs an item. Probably a nugget. So once you have a nugget (buy in market, lvl 2+ chest, buy with 10 coins, lucky hunt) you will be able to upgrade your general title
