IP bans are a joke, run around with a proxy or just reset your modem and you have a new IP address free to do what you like.
Device bans don't exist, it's all part of their scare tactics to try to get people to behave. Ask any expert, we begged for device bans as well and that never happened. Besides that all it takes is the use of one app to mask your device ID.
