How to know the inactive person has high amount of resources. The scout report only says how many troops he has got.

That's only because you have not improved your own scout level by advancing the technology.

If you have the same scout level as your target, you will only see a few ambiguous lines saying stuff like "Hundreds of troops", etc for each of the combat units.

However, if you have scouting at least one level above your target (with the exception of oasis), then you will be able to see the exact number of troop, including if 0, exact amount of each resource stored in his warehouse, exact level of skills, and exact number of hard-points spent on attributes. The only two things you may never see through scouting reports are the target's technology levels, or stat bonuses for equipment used.

Careful though as you can't see their traps or turrets from a scout either. I've ran into low leveled players several times with all lv 10 turrets. It's annoying...
Along with what Matapiojo said about needing a higher scout level than your opponent to scout, also, the opponents level and prestige level in relation to yours, make no difference in scouting. It is purely scout level. :)

I will normally use cavs to farm inactive because i have no inactives right next to me. Although infantry would be better for farming resources. :D

( just wanted to get to citizen :P)
