How to take a city at 100 loyalty by yourself.

Loyalty goes back up 10 loyalty a hour after the last attack that lowers loyalty. You can only attack 5 times a day right? But, when you can get your daily gift or in world chat when the time is 00.00.00 it's a new day in GMT which is the time that haypi runs off of. You have probaly noticed that in wc or letters that the time it shows seems messed up. Thats why. So you can attack someone 5 more times after the daily gift. So if you attack a city 5 times at 24.30.00 or later wc time and than 5 times before 00.30.00 wc time with lowering loyalty on each attack you would have successfully taken the city.

There is no such thing as a lvl 20 fort

no that wouldn't be a new day in "Haypi time" when you can get your daily gift for instances I can at 7:00 pm that's when it's a new "Haypi" day
