Yea, it's been concluded that traps/turrets are only present upon server creation and after resignation of a fort.

Not that this is a big deal, but I have also noticed that after server maintenance a couple of times, traps/turrets were restored in the forts. I can't say this happens everytime, but it has happened more than once. Just throwing that out there.

I really have not seen any traps or turrets in the forts...but the army does regenerate with time...

After 12 hours army is at full. Traps and turrets are random, sort of, it's all based off of a carefully designed system.
