Player references

My friend put me down as his reference and has made it to lvl 7 but I cannot collect the reward for tas refer2. Who can I talk to to have this issue resolved? Any info would be greatly appreciated. Thank you

Despite making it to level 7, has he upgraded his title by completing the task?

Make sure he has the required treasures as well, I believe it's a nugget and gem.

Make sure it is his title and not civilization level on the map.
