I didn't "create" an account on the new phone. I simply installed and logged in. The new phone is now locked.

Are you still using the same
iTunes account? Cause you need a new iTunes account to make a account on the new phone

haypi reads the udid thats how they tell its on the same device
each device has a different UDID...
so u should be able to create a different acc

Not if he previously made an account on the device then gave the device to someone else. The UDID would still be locked to his original account.
The only two solutions would be create an account on another device and then log into it on the one you actually want to play on. Or to contact support and ask for it to be unbound.

he gave his old device to his sister and got a new device therefore a new UDID

That was true until he logged into his account on his new phone. Now both are locked.
