how to attack

I really think there shouuld be a level difference like u cant attack anyone 3 or 4 levels higher or lower. I also think u should send a message before u attack asking if they are active and actually give them time to respond. Ive been attacked by people who give me literally a 10 second time to respond. What do u people out in haypi think. Also if there is already a thread about this please tell me.
