Upgrading Leadership

Went to upgrade leadership from 3 to 4.
Green check marks all the way down.
Bottom of screen said "Requirements no met"

When I clicked the upgrade button, it said I needed gold coin.

Seems like a bug if it's showing I have everything I need, but then says I can't do it.
