The ones I'm making right now are called "signatures".
If you are using photoshop , go to File at the top left and click on New , I prefer 400x200 pixels.
I'm not the best teacher , there are almost infinitely guides for photoshop in google.

What is the pic called? Where in the profile do I put the link in?

Go to the link he gave you: ucp.php?i=profile&mode=signature, and then take out the red highlighted stuff after copying and pasting this: [img](.)http://i58.tinypic.com/efjtxw.png[/img]

The (.) must be deleted for it to work. He does not want the picture showing up everytime so he keeps it there. Without it, it will show up as:
