How to get : Only obtainable through the Ladder Tournament. Requires 35.000 Prestige to unlock. Buyable for 500.000 Silver after unlocking. Evolves into Sincerity at Level. 20. After that it can be bought in the Encyclopedia for 1000 Gold Coins.

Like MrSKIN said, Felicity can be obtained as an evolution of Purity and Sincerity.
You can get Purity, the first form, by obtaining 35.000 Prestige at the Ladder Tournament.
Felicity requires a Maiden's Kiss from Sealed Space Expert to be evolved!
