The difference is less than 10, so yes, I'd say he got lucky.
However, it might be some bug in the codes, that makes the opponent at Ladder come out first when the speed is within a ±10 radius.

If you're faster some of the times, but now he is, I'm pretty sure it has to do with the decimals.
