Ok i have a concern with angelo. I just put a Water Turrent Skill on my Angelo. I used my W.Turrent with rain weather ON but the skill stays on 120 attack and after using it my Angelo gets stunned. Is that normal?

I did the same on my Pewgway with rain weather ON and the attack turns into 180 and didnt get stunned.

Are the weather effects only affects the monster element and not the skill? TIA

This has been stated before, Rain Prayer enhances the Water Elemented monsters, not the skills.
Same goes for the skill.

Ok I'm confused, if Weathers only affects the Elemented Monsters of its kind why does my Angelo's Water Turrent attack went down when the Celestial Prayer is up? Is that normal?

If you would've read the description on both skills, you might've seen it yourself:

Celestial Prayer:
Sends out a prayer for fair weather. Benefits plant and fire-type monsters when they use their repective skills. Weakens all monsters using water or ice-type skills.

Rain Prayer:
Prayer for a rainstorm. Benefits water and electric-type monsters when the use their repective skills. Weakens all monsters using fire and plant-type skills. Also extinguishes Burn effects.

I don't use the spreadsheet, so I have no clue where to find it, sorry.
