Did you evolve him from a Poe? Poes can learn all barrier talents, that's how I got a hypnoe with psychic barrier. So it'll be possible to get any evolution with any barrier move

I think it's actually because Poe used to be extremely rare. Unless you bought coins you could only have 2, now you get like 4 for free plus from the silver eggs.
