This questions was covered so many times;
They are different monsters that server different purpose.
Cygness is offensive water monster, mostly used with adapt.
Its best for ladder, it can dish high dmg with adapt but cant take alot in return.
Its not popular in pvp simply because:
1)Most pvp battles are dual duel, and right now pewgway neon/rhor combos just take it down really quickly.
Fire has become rarity in pvp and scythes with pods just martyrdom
cygness in 1 shot.
Cygness is also very slow,infact even slower then pewgway.
again, for ladder, with the amount of neons/rhors/pod-martyr-scythe infesting the ladder, cygness remains situational, and even if its used, then its for setting rain prayer for a following elec monster.
Pewgway serves a role of tanking dmg by using taunt with the infamous combo of taunt+foresight.
Even without forsight, pewgway can take alot of dmg by himself while the other monster,which is mostly an elec type, sets POD.
He also sets up rain prayer if paired with elec monster.
In most cases, pvp Pewgway dont even attack, if the opponent dont have a counter to this combo, the fight usually is over by the 3rd foresight.
Alone, pewgway cant really offer much except the basic counter to rock/fire, but still he can perform it better then cygness, despite hes sub-par dmg compared to cygness.
Hes too tanky to be 1 shoted by pod martyrdom, and can take alot of punishment before going down.
Still, for ladder pewgway is rarly used as stand alone monster, rather then setting up rain prayer for a follow-up elec monster.
