First the button that says new topic, creates a topic. It's located on the top left, on General Disscusion, where you see the lists of topics. And email support. They'll help you. And there is no reason to post the hackers nationality. Refrain from doing that again, it makes you look bad.

On the other hand please do not tell me you told him the password.

Sorry if I doubted if the guy was really hacked or not, and maybe he is, but more than half the time someone claims there were hacked, it really because the victim gave the password to a 'friend' and the 'friend' took it.
