depends on hippo scroll i just can guess that it will be neon or couple with thor ..
its shud be at least one neon cuz you can get evolve item for him only in cs vet or expert..

I don't think cygness will be part of it.

Because electric type and water type are not compatible, they are enemies.

Maybe something neutral like flight,
