I cant purchase coins:((! Help

Hi! Today i purchase coins but i cant! Plz explain and tell me how to fix it ^~^! After i had filled in the information payment (with enough money in there), it said :" your purchase could not be completed, for assistance, contact itunes support at www.apple.com/support/itunes/ww/. "
I clicked that link but i did not see anything! Plz help me! Thanks^~^!
P/S: i used the other Apple Id but I still cant purchase!

For this problem, you do need to contact Apple Support. Haypi does not have any power on this.
Go online and find the Apple Support link for YOUR country. (I suggest using a laptop/desktop.)
There should be options for you to contact them via e-mail, phone or instant messaging.
It will be better to contact them via telephones (if possible) as they seem to respond quicker there.
When you speak with them, they will fix the problem for you. Please have your details on hand. Afterwards, they will also ask you to wait 30 minutes before trying again. This means that you should be logged out of your App Store account for at least this duration. Later, try again and it should work. If not contact them again.
