Iaijutsu with tech 2 is back?

Just hit a flight on ladder and it uses iaijutsu (hit twice) with tech 2 on me, didn't happen before. It used to only happen when it only hit once with iaijutsu . Anyone encounter this? Ps: I have no buffs, it was the first move of the battle

Tech-I and Tech-II would boost an Attacks Damage if it would Deal Low Damage. It is not based on the power of the Skill but based on the Damage Dealt.
