What does this skill do exactly?
I got the skill iceicle from Ice Cavern 15 and i really dont understand it, is it just me or what.

Looks like an attack skill to me that has a chance to give the Freeze Debuff. o.O
It's a magical skill btw.

No, it dosent actually give a freeze buff. So what is this

It's the weak Ice attack - similar to moves like Mind Game (lower rank Psychic move).
That's it! It MAY give a frozen debuff but that's all for Ice type attacks.
