Can't teach weather moves to electric/plant monsters

I was trying to teach my Rhor rain dance and he couldn't learn it, I assume because its a water move. However, when I went to teach it to my pewgway instead, the skill description says the move can be learned by water and electric types. Further investigation revealed a similar problem when I tried to teach celestial prayer to my Smiter. Are the skills bugged, or is the description wrong for these moves?

I've been wondering the same thing seeing as Lambush and Sally know these skills and are plant and electric respectively. I hate my Draco and would love to replace him with one of my higher grade Smiters. I'm currently breeding up an oogway just so I can use rain prayer for my electric mobs but seems such a waste when I'm only going to use him for one move and then switch him.

I got a blizzard skill book, Ill try to see what monsters it will learn on and post back.
only learnable by Ice types.

Fake picture - because HM is never that description in the skills.
A real skill would have a description like "does more frost damage"

LMFAO! Its not fake, I guarantee that! I was just chatting with Tony on palringo HM, and he showed me the same pic from when he got it.
Trust me Ive been asking about specific # since I started, I was shocked when I read that description.
