Where can I find him and how good is he?

According to DeNira's Excel Guide, you can find Seafoam (pre-evolution of cygness) in the cave in Veteran Canyon 10

Cyg is very good, theoretically he's better than pewg because he's better in every stat except speed and hp and he's close in those two. But a few of us have noticed that a pewg will win head to head because he goes first and therefore gets the first attack in the final round. So honestly either cyg or pewg is fine as your water type.

Yea canyon 10 vet is correct. But I'm pretty sure it's cygness himself and seafoam, if someone can confirm or correct me.

Cygness is definitely in Veteran Canyon 10. And shouldn't Cygness win because of adaptability? If not then I think I would still breed it because I like it much better than Oogway. Visually wise.

Hm, the cyg we tested didn't have adaptability so that's a good point. The mystery talents could always influence it. If I hadn't already bred my pewg before cyg was released I would've chosen cyg :/
