wind blast and multiple target skill bug

This happened in pvp mode 2 vs 2
I've discover a bug when an opponent use wind blast on me.
I picked a multiple target skill which in this case is an Electric Storm.
When I forced to switch from Neon to Meniss. My Meniss is force to use curse which is in the same skill slot as Electric Storm on Neon.

The problem is Curse hit 2 target at once.
I don't know if this is intended.
