If workers are needed the burden should be on the leader.

Greaaaaat lol jk.. Well in that case we should be able to transfer people to te main city... Or combine from all cities..: or thr max amount of people needed shouldn't exceed the full occupancy limit of the main building

Obviously it wouldn't exceed the limit. I say 6,390 for level 10, 5751 for level 9 and etc by 10%.
