scouting

i was just wondering if someone could tell me why some scout reports are different than others. i've upgraded my scouting level to the max, but some people show scout reports that just say details on troops (which aren't very accurate) and enhancement levels of armor, horse, etc. is this because they have the same scout level as i do? or is there another reason for this? i just want to know why it shows it like that, rather than showing the amount of resources, exact number of troops, prestige, title, skills, etc. thanks!

It mean the others players you are scouting have, like you, maxed their scout tech.
You can only see infos from players who have a lower scout tech than yours.
If their scout tech is equal or higher than yours, you can only see basics infos.
