I could be wrong in this, but I think the point of the post was to have all the high level players from each server compete against each other.

Yea kinda shin. Because then it would allow the big players a fresh start so they can do things differently, it allows them to fight against the best from the other servers long time other than pvp and it frees up space in the normal servers for new and existing players to expand.
I realise that my idea would be a HUGE task for the programmers but it was just a suggestion. I do think however that servers for the best would be good because of the reasons aforementioned

a new world for high levels to go to would be cool, would be cool if you could choose servers you want to play on with the same acc

This sounds cool, but i think it would make it a little boring for people under 17+. And if u changed the troops and buildings and stuff i wouldnt want to go over to the server thing- its just not haypi

after lvl 20 just needs new goals to work towards, i barely scout anymore since i reached KOK and i hardly spend coins, give me a goal to work towards and i'll gladly play how i used to, now i just go throught the motions and talk with my friends on ac.

The Haypi programmers are very busy right now, so an expansion for the immensely few players who are such a high level is not really worth their time.

theres about 15 on 106 so id say theres about 400 KOK at the moment, as there top spenders i thought haypi would be making something for them
