how do you upgrade skill points? when you upgrade your home?
also, how do you get your animals to have more stars?

Breed with other people's fish that has more stars. You would have a better chance to get nice fish.

Fish get better in certain areas by pure luck. If you buy a full tank, odds are you'll have a fish that's pretty good in its contest category.
