For warping, moving a main city from one place to the other costs 40 coins and a sub/branch city costs 20. Although moving it twice would make your totals correct.

In warping usually people move their main or sub city near the target then back to its original spot, therefore they usually move it twice in the warping process. Thats y the "if you warp and stay" sentence is there in case you choose to stay by the target and not move back
