Talent: Pressure
For example:
My monster has the talent Pressure.
Does enemy's monster get affected by the Talent (have their skills pp reduced by 2) even though they're under sleep/seduction?
Or are they only affected if their skills are executed?

Anyway, with regards to the first question, do keep in mind that the two skills (Poison Petals & Spirit Channel) discussed on the topic you have linked to are
both magical skills, so the effects of MATK on both skills will be the same.
However in your case, Mind Bending is a magical skill (using MATK) while Water Bombs is a physical skill (using ATK). I've checked for the stats of a Level 50 S-grade Felicity and they are:
ATK: 108, vs.
MATK: 158.
As you can see, Mind Bending's power will therefore be boosted more greatly due to the MATK bonus, while Water Bombs depends on your ATK stat, which isn't that great. I don't know the exact calculations for stats and move power, but the great difference between ATK and MATK should probably be the reason why your Mind Bending ends up dealing more damage than Water Bombs in this case.
That said, I would recommend Water Bombs on Pewgway or Cygness instead. Not only do they get STAB, their ATK stats are also higher than Felicity's. Hope this helps!
[EDIT - Just in case I wasn't clear enough: Despite having an elemental advantage with Water Bombs, Felicity's high MATK on Mind Bending, coupled with STAB, should be enough to make its damage as high as/higher than Water Bombs even when used on a Draconius]
