I suppose the reason I have a problem with this: when they can speak english (even if not extremely well) and they don't, they are excluding me from their conversation by choice. I know that this is usually not their intent, but it is the result. I believe that excluding people from conversations in a public forum, if you have the reasonable ability not to, is a rude thing to do. Therefore, since their conversation is, in essence, already a private one, then it should be brought to PM. If there is more than two people, then that is not really possible unless haypi implement's private chat rooms (other than AC), so I suppose WC is the only place for them to do it.
To answer you're topic question "Is it wrong to tell non-English speakers to be quiet in wc": yes. It is rude to tell people they can't talk in whatever language they are most comfortable with.
But I also believe that people should make efforts on their own not to exclude people. And I am aware this goes both ways. I exclude non-english speakers every time I talk. But if I was in a public forum that was predominantly, lets say, Japanese speaking, and I knew passable Japanese, I hope I would make every effort to keep my conversations in Japanese.
