How oases work

This is a list of what level an oasis will become after it is unoccupied for 24 hours. There is a .1% chance that a level 7 oasis will become a lv 10 oasis, and a 99.9% chance it becomes lv0.....

After 24 hours......
A level 1 oasis will be level 4 
A level 2 oasis will be level 5 
A level 3 oasis will be level 6 
A level 4 oasis will be level 7 
A level 5 oasis will be level 8 
A level 6 oasis will be level 9 
A level 7 oasis will be level 10 or level 0 
A level 8 oasis will be level 1 
A level 9 oasis will be level 2 

Example: after 24 hours a lv 1 oasis becomes a lv4, 24 more hours and it becomes a lv7, 24 more hours and it becomes either lv0 or if you're lucky, a lv10! Thus 3 days for a lv1 to become lv10.

Contrary to popular belief, there are no level requirements governing the appearance of a lv10 oasis. In other words, there does not need to be a general on the server with rank of king.

If you see an unoccupied lv7 oasis on the map, don't occupy it! Instead write down it's coords and check on it in 24 hours to see if it has become a lv10.....additionally, I suggest resigning your oases at lv7 for the same reason.

MAINTAINING OASES
each occupied oasis will decrease in level at the rate of -1lv/24 hours. The trick is that the 24 hour timer is refreshed each time the oasis is resigned and retaken.
Knowing this, we see that to preserve an oasis at lv9 indefinitely you must resign the oasis within 24 hours of taking it and retake it for another 24 hours of lv9.
By doing this every day, you can assure that your oases will never decrease in level!

Well uranos, you're guess is as good as mine. I'm just going by what I've heard in the past on that number.
But is there really a big difference between 99.5% and 99.9%?
either way, it's gonna be rare for an oasis to become lv10.

Are you sure a lvl 10 is possible without previously occupying the oasis ?
