2nd Civilian

One of my Task says that I need general title to 1st Civilian. how do I do it?

Under "General" says that I already "TITLE: 2nd Civilian", why should Igo down 1. civilian??

Your going up. Its in order counting down. Goes 3rd Civillian,2nd Civillian,1st Civillian,3rd Baron,2nd Baron,So on. Below is shown what is needed to level up. 1st Civillian is level 3,so you need 630 Prestige.

Its like being "top civilian" like your number 1. thats what it does with all of them. it goes from 3rd to first and then back to 3rd with a new title after you upgrade again
