so I tried it and it did allow me ten attacks but didn't give me the city :(
has anyone else gotten this to work?

This most definitely is a tried and true tactic that I have employed many, many times in the last several months.
Anyone who discounts this as a useful strategy is gravely mistaken.
One thing I would like to point out is that the loyalty does not rise to 100 after an hour. Actually, it seems that a cities loyalty rises somewhere in the range of 10 per hour. I think this depends on some factor like main building level or general title, but I could be dead wrong (I haven't yet figured out the exact rate of loyalty regeneration).
I highly doubt this to be a glitch as haypi has released many updates to the game and has never corrected this "glitch", and as you can see, it Is one that has been exploited many times, by many generals.
I guess all this pointless banter is what happens when someone posts an advanced tactic that many don't understand. Please do not discount tactics that you haven't tried out for yourself....it's misleading and not helpful in the least. Stick to commenting on posts about topics that you are not ignorant of.

I've personally taken a city to 10 loyalty (on my own) to allow an alliance member to do the last hit and take the city. This works.

FYI loyalty is independent of anything else and 'heals' at 10 per hour. Meaning if your attacks are coming from over an hour away you'll never harm the loyalty.

I have no idea whether this is meant to be a feature, or is an unfixed glitch. I took my first city using this somewhere in mid-August ... so that's WEEKS now it's gone 'unfixed'.

I've also had players attack me 5 times at around 1500 ... then resume again at 00:01 ... ergo it resets at 00:00:00 regardless of what time the attacks went in.

It's not a glitch, neither is teleporting troops. I've asked about the teleportation of troops to see if it was a glitch and this topic is common knowledge on my server. :/

Wow it is simple i never thought it would be but on flaw my day is: meaning i can only attack  times ever hours so how do i do that

To be clear.....

Haypi runs it's server clock on GMT time.
That means every 24 hours of the game clock your attacks are refreshed....not 24 from your regions clock or from the first attack that is sent which is the common misconception.
How to see the game clock? Look in chat.... Every post has a time stamp on it.
If you attack someone 5 times at 03:00, you won't be able to attack that person for 21 more hours (game clock).
If you attack someone 5 times at 23:59, you will have 5 more attacks in 1 minute at 00:00 (game clock)
I'm sorry if this doesn't make sense, it's as clear as I can put it

to take over someone city, make sure it's not their main city as the main city can not be taken, only the branch cities.

Loyalty goes back up to 100 a hour after your first attack that lowers loyalty. Also since you can only attack 5 times a day and when you can get your daily gift or in world chat when the time is 00.00.00 it's a new day so you can attack someone 5 more times! so if you attack a city 5 times within 30 minutes of 00.00.00 and then 5 times within 30 minutes after 00.00.00 then the city loyalty is lowered to 0 and you get the city!! But only bad hing is that the city has to be somewhat close by so the time inbetween when you send your attack and when it lands isn't too long and invades the 1 hour time limit.

it goes up 10 per h
