haha i like the using scouts as troops. also there could be a small chance of "being discovered" while the scouts scout the city. that way the other person would be aware he's being watched
but then if we used actual people as scouts would there be a time we would have to wait to see if scouts would get to the city to actually scout them? that would be the only issue with that

Actaully needing scouts to scout would be neat. However, if scouts had to be dispatched to a city for a scout it would take ages. No one would ever get hits bc of the time it would take for the scouts to reach there destination.

I love the idea of scouts as troops and for the time issue make them three times as fast as cavalry

I like that idea but if scout someone who only has like fortune more then you it should stillbe a success...failure should come automatically at 30 more fortune then the scouter... The chance that it would fail could increase up from ten to finally being 100% chance of failing at thirty more fortune then the scouter
