Rules Clarification

I know that it has probably been answered a thousand times but I have a question. I know that account trading and selling is illegal. I have recently seen many people giving away their accounts... I assume that falls under the rule but some people are saying that it does not.

The question is who can tell whether an account was given, stolen, hacked, traded...is of no consequence ...the device owner with the corresponding e mail should be the only one who can use the account. Anything else is breaking the rules of one account for one device.
