You gotta get lucky and im not sure if its fortune luck or totally random... But dont expect a lv 10 on your first shot, or 2nd, or 3rd, or probly 15th lol itl take you a while, even the older servers only have a few lv 10 oasis in the whole map

Lvl 10 forts aren't rare. I've got like 4 right by my city. I've just stopped taking forts. I take peoples armies though.
