how do i place a profile picture in?

User Control Panel > Profile > Edit avatar !

i meant how to put in there it doesn't explain

In the bar, copy the URL of the picture (You can upload pictures from your computer to the internet via Imageshack).
The px is the size of the image, max is 90 x 90. For comparison, my Avatar is 70 x 70.
