Why is hippo only better the flight my +1? Like if hippo is legendary then why can its down graded version ( flight) always go first? They need to up its stats by 10 at least so it can compete with other legendaries.

Like flight, was a good match to all the epics , right? Well now it's hippos turn to be able to compete with other legendaries. They made it to terrible, and slow, maybe flight should be the legendary, and hippo should become the epic.

Also, I'm wondering if there will be a Fire-type one because the second epic monster for Fire is Draconius and you need a lot of gold or a bit of gold + luck to breed it.

I agree with the main points you're raising. Hippogon should always beat Flight if everything is the same for each monster. It's an upgraded version of it.
But just to point out the Flight doesn't always go first. Both have the same speed so it comes down to luck of the draw as to who does first in every turn. Hippogon is NOT worse than Flight. The problem is that it can still be beaten by its lower tier counterpart - not that it's worse.

The weather part puzzles me as well. It doesn't really make a lot of sense to allow only reductions.
