In PvP 1v1, you can have up to 2000 points to face bots. When your PvP Weekly points are higher than 2000, you won't be able to fight bots anymore.
In PvP 2v2, yours and your partner's total needs to be less than 4000 for you to face bots. That means you can have 2200 points and your partner's points can be 1799 and you'll still be able to fight bots. If you go beyond that, you stop seeing them.
You can fight other players with any points.
I think he may be fighting with other players (or one of his using a different account) to get up to 2700. It is virtually impossible to get to 2700 points as we all start with 1500 and his partner needs to lose so much that his/her points go down to 1300 to be paired up with the player with 2700 - to still face bots.
There are no special cases to the above so I highly doubt the player you're talking about is facing bots - maybe he's pairing up with another account to get free wins.
