Just caught a neo in volcano - 7 veteran mode with a normal seal
Now can I ask
-how do I get a ultimate rune gem?
-how do I get the bolt bean other then seal space veteran mode?

Ultimate rune gems can be found from team modes: Sealed Space and Frozen Cavern (maybe Chaotic Swamp too)

Bolt Bead can be found in Chaotic Swamp!

So uhh, better collect 100 monsters before you worry about another Neon. Or try Rhor instead.

I confirm that runes are in swamp team and bolt bead can be attained through VIP too I think but I'm not sure.

In addition to what the above posters said:
Get a Bolt Bead when you get to VIP2.
Also, as Chezzire said, you can get a Bolt Bead in Veteran and Expert modes of Chaotic Swamp.
